Three layers of cost, one confusing bill
WhatsApp Business API pricing is three separate costs stacked into one bill: Meta's per-message fees, your provider's subscription or markup, and extras nobody mentions until you're committed.
This guide breaks down the real 2026 numbers from Meta's official rate cards, including the pricing change that takes effect October 1, 2026. Numbers first.

How Meta bills for WhatsApp API messages
Since July 1, 2025, Meta charges per delivered template message. The old conversation-based pricing (where you paid for a 24-hour window) is gone.
You send a template message. If it's delivered, you pay. If it's not, you don't. The rate depends on two things: the template category (marketing, utility, or authentication) and the recipient's country.
User-initiated messages (when a customer messages you first) are free to receive. Your replies within the 24-hour customer service window are also free. For now.
The three message categories and what they cost
Every template message falls into one of three categories.
Marketing. Promotions, offers, product announcements, re-engagement campaigns. The most expensive category because it drives revenue.
Utility. Order confirmations, shipping updates, appointment reminders, account notifications. Transactional messages the customer expects.
Authentication. One-time passwords, login codes, verification messages. Low-cost, high-volume.
Here are Meta's official EUR rates per delivered message, effective July 1, 2026:

Meta also publishes rate cards in USD and other currencies. Volume discounts exist for utility and authentication messages, but not for marketing.
The spread matters. A marketing message to a German number costs more than four times what the same category costs to Mexico. If you message across borders, your blended rate varies depending on list composition.
What's free (for now)
Four things on WhatsApp are currently free of Meta charges.
- Receiving customer messages. When a customer messages you first, you pay nothing.
- Replies in the 24-hour service window. After a customer messages you, you can reply with free-form text for 24 hours at no cost. Free until October 1, 2026.
- Utility templates in the service window. If a customer has messaged you and you send a utility template within 24 hours, Meta doesn't charge for it. Also free until October 1, 2026.
- The 72-hour free entry point window. When a customer clicks a Click-to-WhatsApp ad and starts a conversation, all messages (including marketing templates) are free for 72 hours. This stays free after October.
If you run CTWA ads, the 72-hour window can offset a decent chunk of your messaging costs.
The October 2026 change you need to know about
Most pricing guides haven't updated for this yet.
On July 1, 2026, Meta announced that starting October 1, 2026, service messages (free-form replies within the 24-hour window) will be charged per message. Rates will align with utility/authentication levels. No volume tiers. Exact per-country rates will be published by September 1, 2026.
Utility templates sent inside the 24-hour window will also start being charged at that date.
Separately, Meta's own AI agent product, Meta Business Agent (launched at Conversations London in June 2026), will be billed starting August 1, 2026 at $2.00 per 1 million tokens, roughly $0.04 to $0.05 per message.
What this means practically: if your bot sends twelve short messages per conversation, that's twelve billable messages starting in October. Chatty flows will cost real money. Broadcast campaigns don't change: you already pay per delivered template.
Audit your bot flows before October. Combine short messages where you can and front-load information so the customer gets a complete answer in fewer messages.

What providers add on top
Meta's fees are just the first layer. You also need a BSP (Business Solution Provider) or platform to send messages through the API. That's where provider costs come in.
The models vary. Some examples from our WhatsApp automation tools comparison:
- Twilio charges $0.005 per message on top of Meta's rates. No monthly subscription required.
- Manychat starts at $29/mo for WhatsApp access (Pro plan, 2,500 contacts). Meta fees on top.
- Wati starts at $49/mo (Growth plan). Meta fees passed through.
- 360dialog charges €49/mo per number with zero message markup.
- respond.io starts at $79/mo. Meta fees passed through.
Some BSPs mark up Meta's per-message rates instead of (or in addition to) charging a subscription. The difference matters at scale.
Questions to ask any provider: Do you mark up Meta's rates or pass them through at cost? Are tiers based on contacts, users, or message volume? Are there setup fees? What does the AI/chatbot add-on cost?
Worked example: a 1,000-contact campaign in Spain
Simple math. You have 1,000 opted-in contacts in Spain and want to send a marketing broadcast.
Meta's fees: 1,000 delivered marketing templates at €0.0585 each = €58.50.
Say 15% reply. That's 150 conversations. Today, your replies are free (24-hour service window). From October 2026, each reply message will cost cents at the utility-level rate, roughly €0.0166. If you average three replies per conversation, that's 450 messages at €0.0166 = about €7.50 extra.
Provider fees: your platform subscription runs anywhere from €0 (Twilio pay-as-you-go) to $79 to $499/mo depending on the tool.
Total today: roughly €58.50 in Meta fees plus your platform subscription. After October 2026, add around €7.50 for reply messages. If you're scaling volume, your broadcast tier determines how many contacts you can reach per day.
WhatsApp marketing in the US
Since April 2025, Meta has paused marketing template messages to US (+1) phone numbers. No provider can get around it, whatever tool or plan you're on.
Utility and authentication messages to US numbers still work. But if your contact list is primarily US-based, WhatsApp marketing campaigns are not viable right now. The marketing rates in the table above apply to the rest of the world.
There is no announced end date for this pause.
Hidden costs checklist
Before you commit to a provider, check for these costs that don't always appear on the pricing page.
- BSP per-message markups. Some providers add €0.005 to €0.02 per message on top of Meta's rates. At 10,000 messages/month, that's €50 to €200 extra.
- Setup and onboarding fees. Some platforms charge up to €1,000 for onboarding, WABA creation, or Meta Business Verification assistance.
- Phone number costs. A dedicated WhatsApp number may cost extra depending on your BSP.
- AI and chatbot add-ons. Typically €29 to €99/mo on top of the base plan.
- Per-seat charges. Team inbox tools often charge per agent. Three extra seats can double your subscription.
- Template rejection delays. Not a line item, but a real cost. If Meta rejects your template and you lose a week rewriting, that's revenue delayed. Our templates guide covers the formatting rules and common rejection reasons.
- Paying for features you don't use. If you only do WhatsApp, you don't need an omnichannel inbox at $159/mo.

Frequently asked questions
How much does the WhatsApp Business API cost per message?
It depends on the message category and the recipient's country. Marketing messages range from about €0.02 (Mexico) to €0.13 (Netherlands) per delivered message. Utility and authentication are cheaper. These are Meta's fees only. Your provider may add a subscription, a per-message markup, or both.
Is the WhatsApp API free?
Access to the API itself (via Meta's Cloud API) is free. You don't pay to connect. But you pay per delivered template message, and you need a platform or BSP to send at scale. In practice, no: WhatsApp API messaging has real costs.
Do I pay when customers message me?
No. Receiving customer-initiated messages is free. Your replies within the 24-hour service window are also free until October 1, 2026. After that date, each reply message will be billed at rates aligned with utility/authentication levels.
Why is my provider charging more than Meta's rates?
Because they're adding a per-message markup. Not all providers do this. Some charge a flat subscription and pass Meta's rates through at cost (ConvertChat, 360dialog). Others add €0.005 to €0.02 per message on top (Twilio, some BSPs). Ask your provider explicitly: is this Meta's rate or your rate?
How do I estimate my monthly WhatsApp cost?
Formula: (contacts you'll message per month) x (marketing rate for their country) + (platform subscription). For Spain, that's contacts x €0.0585 + subscription. Add utility-rate costs for reply messages starting October 2026. Round up 20% for templates delivered to inactive numbers before you clean your list.
