WhatsApp marketing is not a channel you add. It is a channel that replaces.
Every business I work with has the same story. They have email lists with thousands of contacts, CRM databases full of phone numbers, trade show leads sitting in spreadsheets. They send emails that get 20% open rates on a good day. They run ads that cost more every quarter.
Then they try WhatsApp. Open rates hit 98%. Response rates jump to 45%. Leads that ghosted email campaigns for months suddenly reply within minutes.

Step 1: Understand the WhatsApp Business API
Regular WhatsApp and the WhatsApp Business app have hard limits. Broadcast lists cap at 256 recipients, and messages only deliver to contacts who have your number saved. For marketing at any real scale, you need the WhatsApp Business API.
The API is not an app you download. It is infrastructure you access through a provider (sometimes called a BSP, Business Solution Provider). Meta charges per message based on category and country, and your provider adds their own fee on top.
The three cost layers:
- Meta's per-message fees. Marketing messages cost the most (roughly $0.05 per message in the US, less in other regions). Utility messages (order confirmations, shipping updates) cost less. Service conversations within 24 hours of a customer message are currently free, but that changes on October 1, 2026, when service messages become billable.
2. Provider subscription. Monthly plans from your WhatsApp platform, typically $49 to $500 per month depending on features and contact volume.
3. Hidden extras. Some providers charge setup fees, per-agent seats, or markups on Meta's rates. Read the fine print.

Step 2: Build your WhatsApp audience
The biggest mistake businesses make with WhatsApp marketing is treating it like email. You cannot buy a WhatsApp list. You cannot scrape numbers and blast messages. Meta will shut your account down, and you will deserve it.
Every contact you message on WhatsApp must have explicitly opted in. That sounds like a limitation, but it is actually the reason WhatsApp works so well. When someone gives you their WhatsApp number and says "yes, message me," they are 10x more likely to engage than someone you cold-emailed.
Three ways to build your opted-in list:
Click-to-WhatsApp ads (CTWA). Run Meta ads on Facebook or Instagram with a "Send WhatsApp Message" button. The customer clicks, a conversation opens, and you have a warm lead with a phone number. Cost: $1 to $10 per conversation depending on targeting. Best for consumer brands reaching new audiences.
Website and landing page opt-ins. Add a WhatsApp widget or opt-in form to your site. When a visitor submits their phone number, they automatically receive a confirmation message and enter your contact list. Low cost, high intent.
Email-to-WhatsApp funnels. This is the method I use most at ConvertChat. If you already have an email list, you send a campaign with a WhatsApp opt-in link. Step 3: Learn the broadcast rules before you send
WhatsApp is not email. There is no "send to all" button. Meta controls how many messages you can send per day through a tier system, and your tier depends on your sending history and quality score.
New WhatsApp Business API accounts start at Tier 1: 250 unique contacts per 24 hours. As you send campaigns with good engagement (high read rates, low blocks and reports), Meta automatically upgrades you:
- Tier 1: 250 contacts per 24 hours
- Tier 2: 1,000 contacts per 24 hours
- Tier 3: 10,000 contacts per 24 hours
- Tier 4: 100,000 contacts per 24 hours
If your quality drops (too many blocks or reports), Meta can downgrade you or pause your messaging entirely. This is why opt-in matters so much. Sending to contacts who did not ask to hear from you is not just unethical. It will wreck your tier and potentially cost you your number.

Step 4: Write messages that get approved
Every marketing message on WhatsApp must use a pre-approved template. You submit your template to Meta, they review it (usually within minutes, sometimes hours), and once approved, you can send it to your contact list.
Templates that get rejected usually fail for one of three reasons:
- Missing opt-out line. Every marketing template needs a way for the recipient to unsubscribe. Something like "Reply STOP to unsubscribe" at the end.
2. Vague or misleading content. Meta rejects templates that don't clearly state what the message is about. "Hi, we have something special for you" will get rejected. "Hi, we have 20% off our summer collection this week" will pass.
3. Formatting issues. Wrong variable syntax, too many variables, or content that doesn't match the declared category.
Even after approval, a template can get paused. If too many recipients block you or report the message, Meta pauses the template after 3 hours, then 6 hours, then disables it entirely.

Step 5: Pick the right tools
The WhatsApp marketing tool landscape is crowded and confusing. Some platforms focus on chatbot flows (Manychat, Chatfuel). Some focus on bulk messaging (Wati, Zoko). Some are CRMs with WhatsApp bolted on (Rasayel, Respond.io).
What matters is matching the tool to what you actually need:

Step 6: Automate with AI agents
Sending campaigns is step one. Handling the replies is where most businesses fall apart.
A broadcast to 1,000 contacts with a 45% response rate generates 450 conversations. If a human has to read, qualify, and respond to each one manually, you need a team. Or you need an AI agent.

Step 7: Measure what matters
WhatsApp marketing has different KPIs than email or paid ads. The metrics that actually tell you whether it is working:
Delivery rate. What percentage of messages actually reached the recipient. If this drops below 95%, you have list hygiene issues (invalid numbers, inactive accounts).
Read rate. WhatsApp shows blue ticks. Expect 90% or higher. If it is lower, your send timing is off or your audience is not engaged.
Response rate. How many recipients replied. This is the metric that matters most. A good campaign gets 30% or higher. A great one gets 50%.
Block/report rate. The silent killer. If more than 2 to 3% of recipients block you or report your message, Meta will downgrade your quality tier. Monitor this after every campaign.
Cost per conversation. Total spend (Meta fees + platform subscription) divided by meaningful conversations generated. Compare this to your email cost per reply and your ad cost per lead.
Common mistakes that kill WhatsApp marketing
Sending without opt-in. Importing contacts who never agreed to receive WhatsApp messages. This gets your number banned and your account permanently disabled.
Treating it like email. Sending weekly newsletters to your entire list. WhatsApp is a conversation channel, not a broadcast medium. Send when you have something specific and valuable.
Ignoring replies. Sending a campaign and not having anyone (or anything) ready to handle the responses. A lead that replies and gets silence is worse than a lead that never received the message.
Skipping the warm-up. Sending 5,000 messages on day one with a brand new API number. Start with 250, build quality, let Meta upgrade your tier naturally.
Using unofficial tools. Chrome extensions, modified APKs, bulk sender apps. They all violate WhatsApp's terms of service. Your number will be permanently banned, and you will lose your entire contact history.
